Well, now that Gamingbits contacted Sony to clarify, it seems that this was another error on IGN's part. According to Sony, the game will run at 480p and that is it. IGN's been getting a lot of info wrong lately. who the hell are their sources?

IGN was probably paid off to just give the game some false hype...which leads to disappointment, as we well know.

Several people on this website have made the comment that the actual God of War 2 game doesn't look as good as the screenshots.

Well, I wonder if the hardware used to display the game was a more powerful version of the PS2, one that was capable of doing the game in 720p, even though the actual PS2 version will only be 480p.

That is about the only way I can think of that would explain that situation...and it would be perfectly in line with Sony's previous actions from the past.
